Detailing a Human Capital Development Plan

As part of the President's Management Agenda, the Office of Personnel Management (OPM) is leading the Federal Government's Strategic Management of Human Capital Initiative. The foundation for this endeavor is the Human Capital Standards for Success, a joint product of OPM, OMB (Office of Management and Budget) and GAO (Government Accountability Office). In its effort to provide guidelines for human capital management and development, OPM has developed a Human Capital Assessment and Accountability Framework to guide agencies toward achieving these Standards. This framework is designed and structured to help you determine what you need to do in regard to human capital development, how to develop a plan for human capital management, and how you can measure your own human capital success.

Recruitment

Workforce3 One provides a gateway to information on human capital development.

Workforce3 One’s philosophy for professional recruitment of human capital is a human capital plan that identifies the image and themes you want to project and then integrate those into your human capital recruitment strategy and communication materials.

Workforce3 One’s priority is to create collaborative relationships among public and private sector partners, with the goal of leveraging the publicly funded workforce system to more effectively prepare new and incumbent workers with industry-specific knowledge and skills, making recommendations about demand-driven human capital investment. The objective at all times is to deliver information on services needed to make a human capital development program successful, which in turn leads to the overall success of a business!

Hiring, Promoting and Retaining

Competency-based tools can help human capital management executives in the areas of hiring, promoting, and retaining employees. These valuable tools enable management to ensure the right people are being hired for an organization, making human capital management decisions more efficient, more effective, and more accurate. Such tools are invaluable for agencies to identify and promote human capital resources with the competencies needed to contribute to the organization’s success.

A critical aspect of human capital management is the need to retain employees with the skills necessary for continued success. Once businesses make outlays in human capital investment strategies, the time invested and function-critical skills taught should reap dividends for the foreseeable future. Workforce3 One provides information, tools and resources that organizations can use to create high performance standards and succession planning strategies designed to carry those organizations into the future.

Workforce Planning and Human Capital Development

To succeed, workforce planning and human capital development must be an iterative, long-term, continuous, and integrated business management practice. The results must produce a seamless alignment of business goals, including a mission statement, budget, customers, employees, and ROI. Human capital development requires a careful assessment of an organization’s purpose, what steps it will take to achieve that purpose, what checks and balances it has in place for measuring progress, the human capital necessary to perform the required tasks, and what competencies it lacks in the form of human capital investment.

Human capital management assists in identifying the gaps and gap closure strategies. If the vital front-end planning is not adequate, back-end workforce planning will fail, as will any implementation steps resulting from the human capital plan. The U.S. Office of Personnel Management defines human capital planning as “the process of ensuring that the right people are in the right place, and at the right time to accomplish the mission of the agency...More specifically, workforce planning is a systematic process for identifying and addressing the gaps between the workforce of today and the human capital needs of tomorrow.”
